Atiabdel Salem, a resident of Queens, New York, was taken into custody on November 21, 2014, for assaulting a police officer from the New York Police Department (NYPD) who was attempting to apprehend him for stealing a coat from a Zara store. The officer was attempting to take him into custody for stealing the coat. The first sum set for his bail was $25,000.

But he went to Rikers Island and stayed there for five months without being aware that his bond had been cut to $2, plus $1 for tampering and damage. His bail had been reduced since he had been accused of damaging property and tampering with evidence. Salem claims that his counsel did not keep him aware of the modification to the bail conditions. As a result, and in the correct manner, he filed a lawsuit against the city for his Legal Aid and the misunderstanding.
